Program to license coal deposits development has been already drafted by the ministry, its representative says.
In 2009, Russia produced 300 m t of coal, 238.8 m t of coking grades and 61.2 m t of steam grades included.
According to the program, the output should grow at least by 42 per cent by 2025, Kansk–Achinsk basin doubling its production. Coal-producing capacity should grow by 70 per cent reaching 627.7 m t annually by 2030.
To reach the goals, the ministry proposes to auction 55 parcels with overall reserves of 11.5 bn t of coal and predicted resources of 2.5 bn t (mostly, in Kuzbass) until 2015.
