The appeal by Ukrainian government against the court decision announcing illegitimacy of coking coal import quotas and
banning of coke import fails to provide viable arguments against the decision, Sergei Tkachenko (ISD, head of legal department) holds.
According to him, the government tries to re-focus attention from the violations of national and international laws by the quotas to the non-infringement of the plaintiffs` rights (as both AMK and AKKhZ obtained their import quotas).
